    I think somebody confused you lot. For Bahrain Embassy attestation is not compulsory .
    For bahrain you attest the document in two ways
    1. I you have enough time you can first get Chennai HRD attestation in Secretariat. It will take tewnty to twenty five days to complete the process. There after you can ge apostille attestation in MEA Branch secretariat located at collage road, Nungambakkam.
    Entire process will take to 30 to 45 days to complete entire process.
    2. I you have any urgency you can get direct apostille attestation without state hrd attestation. But you have to go to Delhi to get apostille without hrd . It will take onely oneday in Delhi to get apostille attestation in any certificates.
    Those who in need of emergency attestation,they can utilise these option to get quick attestation.

    Before going to give your certificate for saudi embassy attestation you have to do tamilnadu state government hrd attestation then send your certificates to any standard agencies in Delhi. The actual delay for saudi embassy attestation due to re verification process from Saudi Arabia Embassy . That means After MEA ATTESTATION finally your certificate will be forwarded to saudi consulate. From saudi consulate they will send copy of your degree to your concern university for REVERIFY YOUR DEGREE AND ALSO GENUINESS OF YOUR DEGREE. How far your UNIVERSITY reply is the MAIN THING? Actually some of the universities were taking too much time for this process. If you want to avoid this delay you have to contact your agency and ask them get details about REVERIFICATION reference no, DD NO, SPEED POST NUMBER. Once if you got all the things by some way , you can approach your university for quick verification , certificate verification department and told them to do this job as soon as possible. So if you can speed up the verification process in your university then they send back to saudi consulate immediately. There after surely it will take 2 to 3 weeks for Saudi consulate and Saudi embassy attestaion in chennai .
    Once they got certificate for attestation, saudi embassy people
    Promptly send the same to concerned University without any delay. But if there any delay in University then the attestation process will take more time

    Documents Required: 1. Original certificate 2. Copy of passport 3. Copy of employment letter 4. One passport size photograph 5. Note: 1. If you do not have employment letter then you have to produce print out of email (from your employer) stating your confirmation of employment.     People in the southern states requiring attestation of their certificates and documents for using them abroad need not go to New Delhi anymore. They can be attested at the Chennai branch secretariat of the ministry of external affairs.

    Based on an international convention, which India is implementing since last year, ‘Apostille stickers’ will be affixed on documents like certificates , powers of attorney, affidavits and marksheets by the city’s MEA branch secretariat for applicants from Tamil Nadu, Kerala, Karnataka and Puducherry. Applicants from Andhra Pradesh can get their documents attested in Hyderabad itself.
    An apostille is an internationally used term for certification or legalization of a foreign document. The system, based on the Hague Apostille convention of 1961, was introduced in Chennai on Monday .
    Speaking to The Times of India, secretary of the MEA branch secretariat Sumathi Ravichandran said the attestation of documents is being done free of cost, but the affixing of the Apostille sticker on each document costs Rs 50.

    The Hague Convention of October 5, 1961, “abolishes the requirement of legalization for foreign public documents and facilitates public documents executed in one state to be circulated in another.”
    The international agreement envisages replacement of cumbersome and costly formalities of a full legalisation process with the issuance of an Apostille (also called Apostille Certificate). Apostilles can be issued by a competent authority designated by the state on whose territory the public document has been executed.

    Apostille stickers are issued on certificates including birth and death, affidavits, powers of attorney, marriage certificates and educational documents like degrees, diplomas , matriculation and secondary level certificates. However , commercial documents are excluded from the purview of the Apostille Convention.

    As per the procedure, all documents should be first authenticated by the designated agencies in the state from where the document has been issued. In case of personal documents, the home or general administration department of the state concerned is the designated authority.
    In case of educational documents , state governments have opened Regional Authentication Centres for initial attestation. Documents attested by these authorities then need to be presented to ministry for issue of Apostilles .

    Meanwhile, the MEA branch Secretariat in Chennai has completed a year since it was inaugurated. Attestation of educational documents , complaints regarding deserted wives and unpaid salaries in Gulf countries and repatriation of bodies of those who died abroad were handled by the branch secretariat.

    The Attestation Cell in the CPV Division of the Ministry has been providing attestation services for authentication of educational, commercial and personal documents of individuals for personal and commercial use in countries abroad. Apart from this, Indian business establishments also need commercial documents attested by MEA for export as well as for other business purposes abroad.

    Authentication is of two types: Normal Attestation and Apostille Certification. Apostille certification is done when documents are to be used in countries which are members of the Hague Apostille Convention. While Normal Attestation is free, a fee of Rs. 50/- per document/per page, as the case may be, is charged by way of Postal Order for affixing Apostille stickers. The work of collection and delivery of documents for attestation/apostille by the Ministry of External Affairs has been outsourced to five Companies since July 2012. These companies charge a service fee of 22/- (Personal), 18/- (Educational) and 16/-(Commercial) per document.

    For the period January to December 2015, the Attestation Cell in CPV Division attested 3,53,646 General and 1,74,878 Commercial documents and apostilled 4,36,601documents for use in the Apostille member countries. In addition, 34, 724 documents were attested/apostilled at the four MEA Branch Secretariats at Hyderabad, Chennai, Kolkata and Guwahati during this period. The attestation of some types of consular documents is also done by Indian Missions/Posts for Indian citizens living abroad.

    It is news for the Indian Expats residing in Oman or the ones who are in-bound to Oman for various purposes! Whether it is Indian Apostille for Oman or Oman Apostille from India the documents apostilled by the Ministry of External Affairs of India and its designated authorities are no longer required to be submitted at the Embassy of India, Muscat for attestation.

    Document attestation/apostille has become mandatory in Oman as both India and Oman are member states of the Apostille Convention (1961).
